Detail - Electoral systems matter. They are a crucial link in the chain connecting the preferences of citizens to the policy choices made by governments. They are chosen by political actors and, once in existence, have political consequences for those actors. They are an important object of study for anyone interested in the political process, and in this book we subject them to systematic analysis. In addition to some comparative chapters, the book contains full accounts of the operation of electoral systems in 22 countries: France, the UK, Germany, Italy, Israel, Spain, Austria, Belgium, Denmark, Finland, The Netherlands, Ireland, Hungary, Russia, Australia, Canada, India, the USA, Japan, New Zealand, Chile, and South Africa. The book provides detailed analyses of the operation of a diverse set of electoral systems in their national context. Each chapter explains how the electoral system really works in the given country, examining the strategic incentives the system provides tovoters, candidates, and parties. All country chapters have a common format and structure. Successive sections analyse: the institutional context; how each electoral system was chosen historically; how the current electoral system operates (the rules, mechanics, and ballot structure); and the political consequences of the current system (the impact on the party system, the internal life of parties, and the impact on parliament and government formation). Each country chapter then contains a final section which focuses on the politicization of electoral institutions. In recent years many countries have changed their electoral systems, either entirely or in part so there is a strong focus on the processes of electoral reform, both historically and prospectively. The book concentrates on the real world 'politics', as well as the 'political science' of electoral systems. The book will be of interest to those concerned with the practical political business of electoral reform. The bookcontains a wealth of evidence about the performance of various kinds of proportional representation and of non-PR systems. This will be invaluable for anyone interested in the question: 'What would be the best electoral system for my country?'

Detail - ICTs, Citizens and Governance: After the Hype! aims to help researchers and practitioners to understand hypes about ICT and government without becoming cynical. Hypes can be functional in triggering processes of change, but one should be able to distinguish a trigger from a realistic set of expectations. This book combines an analysis of the discourse (in terms of hypes) with an analysis of practices (in terms of stable routines and relational patterns). The relation between the discourse and resulting changing is complex, situational and interpretable in multiple ways but certainly merits our attention. To provide a serious analysis of hypes, the editors present a diversity of empirical material relating to technologies and government processes. The technologies vary from network infrastructures to CRM software to web services. Government processes range from service delivery to inspections and policing. The wide variety of technologies observed results in an assessment of realistic effects upon the various government processes. This publication provides an overview of hypes, backlashes and realistic assessments. The editors hope it will lessen the naïveté of readers who have blind faith in technological potential. At the same time, they hope to make serious scientists who discard hypes as being irrelevant more interested in the role these hypes play in the social construction of public administration in an information age.

Detail - Slavoj Š ZiŠ zek is not alone in thinking that Alain Badiou's recent work is "the event of contemporary philosophy." Think Again, the first publication of its kind, goes a long way towards justifying his assessment. Badiou is nothing if not polemical and the most suitable way to approach his philosophy is precisely through the controversies it creates. This book, which opens with an introduction aimed at readers new to Badiou's work, presents a range of essays which explore Badiou's most contentious claims in the fields of ontology, politics, ethics and aesthetics. Alain Badiou has devised perhaps the only truly inventive philosophy of the subject since Sartre. Almost alone among his peers, Badiou's work promises a genuine renewal of philosophy, a subject he sees as conditioned by innovation in spheres ranging from radical politics to artistic experimentation to mathematical formalization. Slavoj Š ZiŠ zek is not alone in thinking that Alain Badiou's recent work is "the event of contemporary philosophy." Think Again, the first publication of its kind, goes a long way towards justifying his assessment.
